The Party Safe - North West Program was initiated in 1999 by the Community Connections Incorporated (CCI) Project Turn-A-Round Youth Worker/Counselor and the then Smithton High School Principal. Other services initially involved in delivering the Party Safe Program were government services, Department of Health and Human Services (DHHS) - Sexual Health Service/ Burnie Branch, Youth Health Team/North West and the Alcohol and Drug Service Grove Street, Ulverstone.

The success of the first program in Smithton; lead to requests for the program to be delivered in other schools - both government and non-government throughout the North West Coast of Tasmania.
To further develop the program a committee was formed by the initial service participants with the addition of the Drug Education Network Incorporated (DEN Inc.), the Department of Education (DOE)/ National Schools Drug Education Project (NSDEP), Tasmanian Ambulance Service and Tasmania Police.
An extensive consultation and evaluation process was conducted in 2000/01 with young people in the target group via the school system to ascertain needs specific to young people on the North West Coast of Tasmania including their pre-existing level of knowledge, ability to access information and preferred effective methods of disseminating information within this age group. A project package was developed by service providers in consultation with the Department of Education and the Party Safe - North West Committee which commenced delivery of the project to year 10 school leavers and college students in October 2001.
